Glendale affordable-housing comments due Aug. 7 on proposed $2.4M plan

Glendale residents have until 5 p.m. Friday, Aug. 7, to comment on a proposed rental-assistance program that could provide up to six months of temporary help to households transitioning off federal Emergency Housing Vouchers.

The city is seeking authority to use up to $2.4 million in HOME funds for approximately 180 households for which Glendale is the administering jurisdiction. The proposal has not been adopted, and the assistance is not guaranteed.

What Glendale is proposing

The plan would require a substantial amendment to Glendale’s fiscal year 2025-2030 Consolidated Plan and fiscal year 2026-2027 Annual Action Plan. If approved and cleared through the required federal process, the amended plans would support temporary Tenant-Based Rental Assistance for households transitioning off Emergency Housing Voucher support as that assistance ends.

The city estimates that approximately 180 EHV-transition households could be served. That figure is an estimate, not a guarantee that every household would receive assistance.

The proposed bridge assistance is separate from Glendale’s Rental Assistance and Stabilization Program, known as GRASP. The current notice concerns proposed HOME-funded assistance tied to the EHV transition.

How to submit a comment

The public-comment period runs from July 9 through Aug. 7, 2026. Written comments must be received by the city no later than 5 p.m. on Aug. 7.

The draft amendment is available online and in person at the Community Development Department Housing Division, 141 N. Glendale Ave., Suite 202, Glendale. Written comments may be submitted by email using the instructions in the city’s public notice, including the listed Housing Division email contact.

Joint hearing scheduled for Aug. 11

The Glendale City Council and Glendale Housing Authority are scheduled to hold a joint public hearing on the proposed amendment Tuesday, Aug. 11, at 613 E. Broadway, second floor, in Glendale.

The hearing is scheduled for on or after 1 p.m., but the city has not yet provided a more specific time. The final time is expected in the published agenda at least 72 hours before the meeting, so residents should check the agenda before attending.

Approval and HUD steps remain pending

At the hearing, the City Council and Housing Authority are expected to receive public testimony and consider adopting the amendment and submitting it to the U.S. Department of Housing and Urban Development. HUD submission and concurrence remain pending before funds can be committed under the proposal.

For residents affected by the end of Emergency Housing Voucher assistance, the immediate deadline is the 5 p.m. Aug. 7 comment cutoff. The Aug. 11 hearing will provide another opportunity to follow the city’s consideration, but residents should confirm the final meeting time after the agenda is posted.
