Lorain receives $250,000 safety award for sidewalk and crossing improvements

Lorain has been named a recipient of $250,000 in state Highway Safety Improvement Program funding for sidewalk and crossing improvements, according to a July 27, 2026, announcement from the Ohio House.

The award identifies the general purpose of the money, but the announcement does not specify which Lorain sidewalks or crossings will be improved. It also does not name a contractor, construction schedule, final project budget or connection to a specific city project.

What the award does—and does not—establish

State Rep. Gayle Manning’s announcement said the city of Lorain received $250,000 through the Ohio Department of Transportation’s Highway Safety Improvement Program. The program supports safety upgrades intended to prevent serious injuries and traffic deaths on Ohio roads.

For Lorain, the listed project type is “sidewalk and crossings.” The available announcement does not establish whether the award is tied to a specific city project already listed by Lorain, represents only part of a larger project, or requires additional engineering, bidding or procurement steps.

Residents should therefore treat the announcement as a funding award, not as confirmation that construction has started or that a completion date has been set.

A separate $1.93 million pedestrian project remains listed

Lorain’s safety-project page separately lists Year 2 – Pedestrian Systemic Safety, also described as the 2026 Pedestrian Accommodations safety project. The project is identified as PID 119936, covers various locations throughout Lorain and has an estimated cost of $1,926,108.

The city says the project was developed around locations of high demand and need, with assistance from ODOT District 3, Lorain City Council members and residents. Its stated goals include improving pedestrian visibility, shortening crossing distances, slowing vehicles near crossings and reducing the frequency and severity of pedestrian crashes.

The city page lists the contractor as TBD and the proposed construction start date as TBD. It does not connect the $250,000 award to the $1,926,108 estimate.

The 2026 sidewalk bid is another separate record

Lorain also advertised a 2026 Sidewalk Improvements Project. The city’s procurement page shows that the bid posting is closed; bids were due May 14, 2026, and the advertisement set a final completion date of November 15, 2026.

The bid posting does not identify that project as the one covered by the newly announced $250,000 award. A closed bid posting also does not, by itself, confirm that construction has begun or that a contract has been executed.

A separate Lorain project is scheduled for 2027

An ODOT pedestrian and roadway-departure safety project list identifies another Lorain project: various pedestrian crossing improvements valued at $728,951 and scheduled for 2027.

That listing is distinct from the $250,000 award announcement and the city’s $1.93 million Year 2 project unless later records show that the projects share funding, scope or construction documents.

What Lorain residents should watch next

The next useful records will be city project updates, bid and contract documents, construction notices, project maps and announcements identifying affected crossings or sidewalk segments.

Residents should also watch for construction dates, traffic or access impacts and any public-comment notices. Until those records are posted, the precise relationship among the state award, the Year 2 pedestrian project, the 2026 sidewalk bid and the 2027 ODOT project remains unclear.
