Los Angeles County advances Valley Boulevard project with $1.11 million City of Industry share

Los Angeles County supervisors authorized a funding agreement with the City of Industry on July 21, 2026, advancing the Avocado Heights–San Jose Hills–Valley Boulevard project toward construction bidding.

The agreement assigns the City of Industry an estimated jurisdictional share of $1.11 million. The county’s estimated construction contract cost is between $8 million and $12.25 million.

What the county approved

The Board of Supervisors authorized a cooperative funding agreement between Los Angeles County and the City of Industry. It also authorized adoption of the project plans and specifications on file.

The project is being administered through Los Angeles County Public Works. The department describes its municipal-services role as including infrastructure work and coordination with contract cities, providing the public-works framework for county-administered municipal projects.

The county agenda states that the agreement would have no impact on the County General Fund. City of Industry funds are committed through the jurisdictional cost share identified in the agreement.

Bids due in August 2026

Contractors must submit bids before 11 a.m. on Aug. 18, 2026. That deadline marks the next known step for the project after the county’s authorization of the agreement and project specifications.

The action does not mean construction has started. A final construction award and start date have not been established in the county action described here.

The project’s movement into bidding could affect traffic, freight movement, access and public infrastructure around Valley Boulevard as the work advances. The county action does not include a detailed construction-phase traffic-control plan, so specific detours, lane restrictions or other work-zone effects are not yet identified.

The project’s name links the work to the Avocado Heights, San Jose Hills and Valley Boulevard areas, while the funding agreement specifically identifies the City of Industry as a participating jurisdiction. The county documents do not establish that the entire project is within the city’s boundaries.
