Louisville residents can weigh proposed Clariant air permit before Aug. 17 deadline
Louisville residents and workers have until Aug. 17, 2026, to comment on a proposed air-construction permit for Clariant Corporation’s Louisville West Plant at 1227 South 12th Street.
The Louisville Metro Air Pollution Control District opened the 30-day public-comment period July 17 for Construction Permit C-0036-26-0012-V. The proposal remains under review, and no public hearing is currently scheduled.
What the permit would authorize
The proposed permit would authorize operation of one bulk alumina container with compressed-air unloading assistance in Emission Unit 250-W55 at the catalyst-manufacturing facility.
The action is still proposed. The district has not yet issued a final decision on the permit in the current public-comment process.
What the district estimates
The Air Pollution Control District says the equipment covered by the proposed permit has controlled potential particulate-matter emissions of 0.77 tons per year.
That is the district’s estimate of the equipment’s controlled potential emissions. It is not a measurement of current emissions and, by itself, does not establish that the proposed equipment will cause a specific health effect.
The draft permit and statement of basis contain the technical equipment descriptions, applicable requirements, monitoring provisions, recordkeeping conditions and reporting requirements the district says would apply if the permit is issued.
Where the process stands
The district’s proposed-actions docket lists the Clariant permit in a public-comment period running from July 17 through Aug. 17, 2026. As of Aug. 3, the docket lists no hearing currently scheduled.
The district says a hearing may be scheduled if it identifies germane, unresolved issues or substantial public interest. The notice also says members of the public may request a hearing before the comment period ends.
Compliance context
In its notice, the district says Clariant’s last notice of violation was in 2025 and involved excess emissions caused by upset conditions. The district’s notice does not characterize that event as intentional wrongdoing.
That statement is part of the district’s permit materials and should be considered alongside the draft permit, statement of basis and compliance-history table.
How to submit comments
Residents and workers can review the draft permit and related materials through the Louisville Metro Air Pollution Control District’s online permit record or at the district office, 701 W. Ormsby Avenue, Suite 303, in Louisville.
The district says written comments may be submitted through its APCD contact form or at the district office. The notice lists Karen Thorne and the district’s main phone number, (502) 574-6000, for questions about obtaining documents and submitting comments.
Comments must be received by Aug. 17, 2026. Until the comment period is complete and the district takes further action, the Clariant Louisville West Plant permit remains proposed.
