Michigan Agreement Sets Improvement Targets for Taylor School District

Taylor School District’s three-year partnership agreement with the Michigan Department of Education and Wayne RESA sets a first major progress checkpoint for June 2027, with Myers Elementary expected to show measurable improvement in reading, mathematics, attendance and classroom instruction.

The agreement was entered on April 23, 2026. The Michigan Department of Education’s agreement timeline lists Taylor’s partnership-district assignment on November 20, 2025. The measurement period runs from June 2025 through June 2028.

This is an improvement framework with future benchmarks, not a final academic result or a guarantee that the targets will be met.

Myers Elementary carries the main benchmarks

Myers Elementary is identified in the agreement for Comprehensive Support and Improvement, or CSI. The document uses 2024-25 baseline data and establishes four student-outcome measures:

i-Ready reading growth: 42% at baseline, with a target of at least 43% by June 2027 and 45% by June 2028.
M-STEP reading proficiency: 9.77% at baseline, with a target of at least 10.77% by June 2027 and 12.77% by June 2028.
M-STEP mathematics proficiency: 6.62% at baseline, with a target of at least 7.62% by June 2027 and 9.62% by June 2028.
Chronic absenteeism: 76% at baseline, with a goal of 75% or lower by June 2027 and 73% by June 2028.

The June 2027 figures are interim benchmarks. They are not current 2026-27 results. The June 2028 figures are the agreement’s longer-term target outcomes.

Instructional changes are part of the plan

The agreement requires Myers Elementary to develop a Small-Group Instruction Strategy Implementation Guide by June 2027 and provide training to all instructional staff. By June 2028, the school is expected to implement the strategy buildingwide, with progress measured through local data-walk information.

For families, that makes small-group instruction and staff training two practical areas to watch during the 2026-27 school year, along with attendance-support practices and the way the district reports reading and mathematics progress.

Virtual academy is treated separately

Taylor Virtual Learning Academy is also listed as CSI in the agreement, but it is not subject to Myers Elementary’s benchmarks, outcomes or accountability measures. The agreement says the virtual academy is included in support provided through the state’s Office of Partnership Districts.

Possible consequences are conditional

The agreement does not announce staff changes, curriculum changes or a school reconstitution. Instead, it lists possible accountability measures if Myers Elementary is re-identified for CSI and achieves one-third, or 33.33%, or less of the local and state assessment academic 36-month end-target measures.

The listed measures include reconstitution, a review and possible reassignment of instructional and non-instructional staff, and consideration of significant K-5 mathematics or English language arts curriculum changes. If applicable, the agreement says the selected measures would be imposed no later than the 2029-30 school year.

What Taylor families should watch

The agreement requires the Taylor Board of Education to review progress at regular meetings, including aggregated student data, financial reports, challenges, barriers and implementation updates. That gives parents and residents a public channel for asking how the district is carrying out the plan and tracking results.

The district’s meetings page lists the next scheduled meeting as a Committee of the Whole session at 6 p.m. Wednesday, August 5, 2026, at 13500 Pine St. in Taylor, with a remote participation option. The meeting listing itself does not establish that the partnership agreement will be discussed or that any decision will be made.

The key benchmark review will come after the 2026-27 school year, when the interim targets are measured. The framework then continues toward the June 2028 end targets for Myers Elementary.
