Newark Airport Limits Extended as FAA Cites Staffing Shortage

Newark-area travelers faced flight disruptions on Monday, July 27, as severe weather and air-traffic staffing shortages slowed flights at Newark Liberty, Kennedy, LaGuardia and Philadelphia airports.

That short-term traffic-management action is separate from a longer-term FAA order published June 23. The order extends Newark Liberty’s scheduled operating limits beginning October 25, 2026, through October 30, 2027.

Two different FAA actions are affecting Newark travelers

The July 27 restrictions were tied to immediate operating conditions. Reuters reported that the FAA slowed flights into the four airports as thunderstorms and staffing constraints affected the regional air-traffic system. The FAA’s Newark status page reported a weather-related traffic-management program on July 28, with arriving flights delayed an average of 1 hour and 18 minutes at the time of the update. Conditions can change quickly, and the temporary measures did not mean Newark was closed or that every flight was delayed or canceled.

The longer-term order is a capacity-management rule for scheduled flights. From October 25, 2026, through October 30, 2027, Newark’s scheduled traffic is limited to no more than 36 arrivals and 36 departures per hour, for 72 total hourly operations. The limit applies during the affected scheduling period from 6 a.m. through 10:59 p.m. Eastern time.

The FAA may change the limit if it determines Newark can handle more flights without a significant increase in delays. It also retains authority to reduce the limit if conditions cause delays to rise substantially.

Why the FAA extended the limit

The Federal Register order says controller staffing remains below the FAA’s target for the airspace handling Newark traffic. In July 2024, the FAA transferred air-traffic-control oversight for the Newark area, known as Area C, to the Philadelphia Terminal Radar Approach Control facility, or Philadelphia TRACON.

The order lists 114 certified professional controllers as Philadelphia TRACON’s target, with 74 onboard at the time of the June filing. Area C’s target was 46 certified controllers, while 28 were assigned there. The FAA said 19 trainees were assigned to Area C.

Because staffing was still below the level needed to safely manage higher traffic volumes, the agency said lifting the operating limits was not reasonable. The FAA does not expect the target number of certified professional controllers assigned to Newark to be reached before the end of the Summer 2027 scheduling season.

What Newark passengers and businesses should watch

The order does not announce specific route cancellations, and it does not create a daily cap on all Newark flights. Airlines may adjust schedules, move flights within available time windows or shift some demand to nearby airports, but those decisions are separate from the FAA order.

For passengers, the main practical risk is the combination of a constrained schedule and bad weather. Thunderstorms can reduce the number of aircraft that can safely move through the region, while limited controller staffing can make it harder to recover quickly from disruptions.

Travelers leaving from or arriving at Newark should check their airline and the FAA’s Newark status information before heading to the airport, especially during periods of severe weather. The FAA says its airport status page provides general conditions rather than flight-specific information, so passengers should confirm their individual flight with the airline. Airport workers, ground transportation providers and Newark-area businesses that depend on passenger traffic should also watch for airline schedule changes and future FAA updates.

The key distinction is timing: July 27 was a temporary regional delay-control event, while the scheduled-capacity limit was adopted in the June 23 order and is set to remain in place through October 30, 2027, unless the FAA changes it.
