Newark Extends Emergency Armed-Security Contract for Up to $2 Million
Newark’s Municipal Council approved an extension of the city’s emergency armed-security contract with Pro Cops Security LLC, allowing services to continue through Sept. 29, 2026, with a maximum contract amount of $2 million.
The council adopted the measure on July 15. The extension covers the period from June 30 through Sept. 29, a period the resolution describes as a 90-day allowable emergency-contract extension.
The immediate effect is intended to be continuity. Newark says the arrangement will keep armed-security services in place for city employees, residents, visitors and municipal facilities while the city completes a formal public-bidding process.
Why the city used an emergency extension
According to the city’s resolution, the emergency procurement became necessary after the lowest bidder failed to provide a required performance bond and failed to demonstrate compliance with prevailing-wage requirements.
Those requirements are part of the city’s procurement process. Because the lowest bidder did not furnish the required documentation, the city continued with an emergency arrangement rather than moving directly to a standard contract based on that bid.
The record describes Pro Cops Security’s agreement as an emergency contract extension. It does not say that the company won a normal competitive bid, and the council action does not represent the final outcome of the city’s formal bidding process.
Where the security services apply
The extension covers Newark’s Department of Public Safety, Division of Police and Division of Surveillance and Prevention. The resolution also identifies WIC facilities among the locations or operations covered by the services.
That scope puts the contract across several municipal public-safety functions and facilities. For people who work in, visit or receive services at the identified city locations, the practical purpose of the extension is to avoid an interruption in the armed-security coverage the city says is needed.
The city’s stated goal is uninterrupted service, not a response to a specific security incident identified in the resolution. The approved record does not name a particular incident as the cause of the emergency procurement.
What the $2 million ceiling means
The resolution authorizes a contract amount not to exceed $2 million. That is the maximum authority approved for the extension, not a statement that Newark has already spent $2 million or will necessarily spend the full amount.
The contract period begins June 30, 2026, and runs through Sept. 29, 2026. The resolution’s 90-day description provides the allowable period for the emergency extension while the city works through the unresolved procurement process.
Because the contract is capped rather than presented as a final spending total, the approved figure gives the city room to maintain the services during the extension without establishing the eventual cost in the record reviewed for this article.
Formal bidding process remains ahead
Newark said it was continuing the formal public-bidding process. That process is the next known step for determining the city’s longer-term contract arrangement after the emergency extension ends.
The approved resolution does not identify the eventual result of the bidding process. It also does not say whether a new contractor will be selected before Sept. 29, 2026.
For now, the July 15 action leaves the city with emergency-contract authority for the specified armed-security services through the September deadline, subject to the $2 million maximum. Any later procurement result would determine what follows, but that outcome was not included in the approved record.
