Norfolk Daily Headlines: Airport Bonds, I-64 Crash, Schools, Navy
Norfolk, VA – February 28, 2026 – Airport financing moves ahead, an I-64 crash snarls traffic, schools name an acting chief, and base leadership changes.
Airport: financing plan cleared for major upgrades
Norfolk City Council has approved a $400 million bond financing plan tied to Norfolk International Airport improvements. The plan is structured so it does not rely on city tax dollars, but it clears a key step needed under federal rules so the airport authority can move forward with borrowing.
Airport leaders have described a broader, roughly $1 billion package of completed and planned work, including an international arrivals facility, a multi-gate expansion, and terminal modernization.
Traffic: I-64 crash overnight; more lane shifts coming
A multi-vehicle crash early Saturday shut down all eastbound lanes of I-64 in Norfolk near the Tidewater Drive exit, backing traffic up for nearly two miles. Authorities reported no injuries, but drivers faced a detour while crews worked the scene.
Separately, state transportation officials flagged additional overnight lane closures and ramp work coming to the I-64 corridor in Norfolk as the express lanes construction continues into early March. If you commute through the Granby Street-to-Chesapeake Boulevard stretch, expect changing patterns during night hours.
Schools: superintendent named ‘acting’ during state licensure delay
The Norfolk School Board voted 7-0 to name Dr. Jeffrey Rose as acting superintendent while his superintendent license is processed by the Virginia Board of Education. The board also amended his contract, which keeps a $290,000 annual salary.
School leaders said the move is meant to maintain continuity and keep district initiatives moving while the state review is resolved, with a possible licensing decision date in late March.
Military: new commanding officer at Naval Station Norfolk
Naval Station Norfolk held a change-of-command ceremony this week, with Capt. Ray Glenn taking over as the installation’s 53rd commanding officer. Glenn previously served at the base as executive officer and has held a mix of sea and shore assignments across the fleet.
