Norfolk city leaders are weighing a proposed $1.6 billion operating budget for the upcoming fiscal year, a plan shaped by rising costs, major infrastructure needs and concern about a potential national economic slowdown.
Budget Built for Uncertainty
The proposed spending plan covers the fiscal year beginning July 1 and reflects both modest revenue growth and mounting financial pressure. City officials say general fund revenues are projected to increase by roughly 3.8%, but higher debt service, inflationary costs and the phaseout of federal pandemic relief funds have created a significant gap that had to be closed during the budget process.
