The City of North Bend has opened its 2027 Comprehensive Plan and development regulation amendment cycle, and it’s now accepting citizen-initiated “docket” proposals. The city posted the cycle start on July 17, 2026, and it says amendment proposals must be submitted no later than 4:30 p.m. on October 15, 2026.
What you can request in the 2027 docket cycle
North Bend’s docket process is the procedure the city uses to receive and evaluate citizen-initiated proposals to amend:
- the Comprehensive Plan, and/or
- development regulations (the city’s applicable rules and standards).
Submitting a docket request is an intake/request step. It does not guarantee adoption of the change.
Who can submit a docket request

- City Council considers the Planning Commission’s recommendation and approves which dockets to take up (including whether proposals are city-sponsored or require a fee)
- SEPA environmental determination under Washington’s State Environmental Policy Act framework
- Planning Commission public hearing, then a written recommendation to Council on the amendments
- City Council deliberation and decision on the amendments
In short: your docket request is step one in a public, governed process that continues through Planning Commission and City Council action.

The city’s announcement and legal notice both state the same cutoff: amendment proposals for the 2027 cycle must be accepted until 4:30 p.m. on October 15, 2026 (i.e., submitted no later than that time).
Start early so you can gather any required materials and complete the city’s docket form without waiting until the last day.
