Orem sets Aug. 27 hearing for final budget and tax action
Orem City Council has scheduled a truth-in-taxation public hearing for Aug. 27, 2026, at 6 p.m., when the council is expected to take final action on the city’s fiscal 2026-27 budget.
The hearing is the next major checkpoint in Orem’s budget process. The council adopted a tentative fiscal 2026-27 budget in June and put it into effect as the city’s interim budget beginning July 1. That means the city has entered the new fiscal year under a temporary spending plan while final budget and tax-related decisions remain pending.
What the August hearing could decide
The June action addressed more than the city’s basic spending plan. It also set fees and charges, compensation programs and several municipal tax or fee rates pending final adoption.
The Aug. 27 meeting is scheduled to include final adoption of the fiscal 2026-27 budget. The council’s action at that meeting could determine Orem’s final tax rate, fees and compensation program for the fiscal year.
The city’s final budget amount and final tax rate have not yet been adopted. The June budget action also did not complete final adoption of the fees, charges or compensation programs included in the interim action. Orem’s property-tax rate therefore should not be described as having increased based on the tentative budget alone.
For residents and property owners, the practical significance of the hearing is that it is the scheduled point for the council to move from an interim budget to final fiscal-year decisions. Until that action occurs, the city’s final tax rate, budget amount, fees and compensation program remain unsettled.
Meeting location and related council business
The hearing and expected budget vote are scheduled for 6 p.m. at Orem City Hall, 56 North State Street.
The council’s July 28 agenda placed the budget process alongside several other city matters. The agenda included updates on capital construction and the general plan, as well as a presentation concerning major crimes from Utah County.
That agenda also included a public hearing on a proposed residential zoning change for property generally located at 1875 South Geneva Road. The proposal would change the property’s zoning from OS-5 to planned residential development.
The Geneva Road zoning item is separate from the budget decision, but it is another example of the council considering a change with potential implications for how property in Orem may be used. The agenda established that the zoning matter was scheduled for public hearing; it did not establish a final outcome for the proposal.
Why the timeline matters
Orem’s fiscal year began July 1, before the scheduled truth-in-taxation hearing. The interim budget allows the city’s fiscal year to begin while the council completes the steps leading to final adoption.
The August date gives the council a specific public meeting for final action on the budget and related rates, fees and compensation decisions. It also gives residents a clear date to track whether the tentative provisions become final or are changed before adoption.
As scheduled, the Aug. 27 meeting will determine the next formal outcome in the fiscal 2026-27 budget process. Until then, the tentative budget remains the city’s interim plan rather than its final adopted budget.
