City expands tax breaks for home improvements

Ottumwa homeowners planning to build or renovate could see a bigger break on future tax bills. The city has updated its tax abatement program so qualifying single-family projects finished after February 1, 2026, can receive a 100% exemption on the added value for five years instead of three. Savings start on 2027 tax bills; current taxes stay the same.

Officials hope the richer abatement nudges along projects that are close to penciling out, from new homes to upgrades like windows, doors, or rooftop solar. The program is available citywide, with the assessor making the final call on which improvements qualify. Applications are available through City Hall and the city website.

Health care shifts: clinic closing, union vote ahead

Health care workers in Ottumwa are facing uncertainty after a major hospital system confirmed plans to close its local clinic later this month. Forty employees are expected to lose their jobs when the clinic shuts down on February 27.

In a separate development, about 50 full- and part-time workers at River Hills Community Health Center in Ottumwa are preparing for a February 19 vote on whether to unionize with Teamsters Local 90. The election comes as staff around the state push for more say over pay, staffing, and benefits.
