San Francisco says its Oct. 23 local emergency declaration will speed storm-preparation purchasing as the city prepares for possible El Niรฑo winter storms and coastal flooding.
The city says the streamlined procurement and contract-awarding processes cover seven departments and offices: Public Works, the Public Utilities Commission, the Port, SFMTA, Recreation and Park, San Francisco International Airport, and the Office of Contract Administration. Potential purchases include flood barriers, pumps, generators, first-aid and shelter supplies, and portable restrooms. The city says the declaration also coordinates departments through the Incident Command System, requires cooperation with Emergency Operations Center requests, and allows the mayor to reallocate funds within and between departments as needed.
Californiaโs statewide El Niรฑo emergency proclamation was dated Sept. 21, 32 days before San Franciscoโs action. City officials urged residents to prepare emergency supplies, clear leaves around drains, and check on neighbors. Public Works offers up to 10 free sandbags per address year-round.
Supervisor Matt Dorsey said he planned to convene a city readiness hearing on Oct. 29.
