Shreveport residents have until Aug. 7 to weigh in on 2026 HUD funding plan

Shreveport residents, service providers and neighborhood organizations have until Aug. 7, 2026, to comment on the city’s proposed 2026 Annual Action Plan for federal housing and community-development funds.

The City of Shreveport’s Department of Community Development is seeking input on how the city should use entitlement funding from the U.S. Department of Housing and Urban Development. The draft plan covers three HUD programs: the Community Development Block Grant, HOME Investment Partnerships and Emergency Solutions Grant.

What the proposed plan covers

City materials say the Annual Action Plan addresses affordable housing, homelessness, public services and neighborhood revitalization. The plan is a one-year document connected to Shreveport’s 2024–2028 Consolidated Plan, the five-year framework that sets broader community-development priorities.

The city has described the 2026 plan as a proposal for public review. The current materials do not establish final awards or guarantee funding for a particular project, organization or neighborhood.

Who and where the plan is intended to benefit

A city-posted draft presentation says the proposed use of the funding is intended to meet the needs of low- to moderate-income families living within 19 targeted opportunity zones. The presentation also identifies affordable housing, workforce development and inclusive economic growth as broader goals.

The reference to the 19 zones describes the plan’s stated focus. It does not mean that every zone will receive funding, and the released materials do not make final project awards.

Public hearings have already taken place

The city scheduled two public hearings during the planning process. The first was held June 25, 2026, at Airport Park Community Center, 6500 Kennedy Drive. The second was held June 29, 2026, at Bill Cockrell Community Center, 4109 Pines Road.

Those hearings have passed, but the written public-comment period remains open through Aug. 7. The city says residents, nonprofits, housing providers, service agencies and neighborhood organizations can participate in the planning process.

How to submit comments

Comments can be submitted through the City of Shreveport’s Annual Action Plan public-comment form. The deadline is Aug. 7, 2026.

Residents and organizations can use the form to address community needs, eligible activities, target neighborhoods and priorities affecting low- and moderate-income households. Questions about the plan or participation process can be directed to the Department of Community Development at (318) 673-5901.

The department lists Verni Howard as director and gives its office address as 415 Texas Street, Suite 102, Shreveport, Louisiana 71101. After the comment period, the city will continue reviewing input before the 2026 Annual Action Plan is finalized.
