Springfield residents can comment on proposed John Twitty permit by Aug. 17

Springfield residents have until 5 p.m. Aug. 17 to comment on proposed Missouri operating-permit conditions for City Utilities of Springfield’s John Twitty Energy Center.

The Missouri Department of Natural Resources opened the written public-comment period July 17 for draft Missouri State Operating Permit MO0089940. The proposed permit would authorize either discharge to waters of the state or operation of a no-discharge wastewater treatment facility at the facility.

What the draft permit covers

The draft permit proposes effluent limitations, schedules and special conditions for the John Twitty Energy Center. The permit identifies the facility at 5100 W. Farm Road 164 in Springfield.

The document addresses permitted wastewater and stormwater features, including potential discharges, monitoring requirements and conditions for managing wastewater through treatment systems. It preserves a distinction between wastewater that could be discharged to state waters and wastewater conveyed to the Springfield Southwest Wastewater Treatment Plant.

The permit is proposed, not final. DNR says its determinations are tentative while the public-comment period remains open, and that written comments will be considered in developing final determinations.

How Springfield residents can comment

Comments should address issues related to the proposed permit action and its effect on water quality. DNR says it cannot consider objections based on matters outside the authority of the Missouri Clean Water Commission.

No hearing is scheduled

DNR currently has no public meeting or public hearing scheduled for the permit. The department may consider holding a meeting or hearing if responses to the notice indicate significant public interest. Any such event would require additional public notice.

Residents can review the draft permit and proposed conditions through the Missouri Department of Natural Resources’ water-protection records before submitting comments.

For Springfield residents who want to weigh in on the proposed water-quality conditions for the John Twitty Energy Center, the deadline is 5 p.m. Aug. 17.
