SR-4 Delta Pavement closures near Concord: July 17–20 detours and next steps
Caltrans carried out two 55-hour full highway closures on State Route 4 (SR-4) for the SR-4 Delta Pavement Improvement Project, with the Concord-area commuting window landing from 10:00 p.m. Friday, July 17, 2026 to 5:00 a.m. Monday, July 20, 2026. The work zone was along SR-4 between Roberts Road and the San Joaquin/Contra Costa County line east of Discovery Bay, and Caltrans required a detour for travelers who were not granted access under the closure rules.
What was closed on SR-4 (and why commuters should care)
During the July 17–20 closure window, SR-4 was fully shut in both directions in the project area from Roberts Road to the San Joaquin/Contra Costa County line east of Discovery Bay. Caltrans said the project is a $21.6 million pavement preservation effort meant to preserve and extend the life of the roadway and improve ride quality where the pavement is showing major distress.
For Concord-area drivers, this matters because SR-4 is a key east–west commute corridor toward the Delta/Antioch direction—and BART tracks run in the freeway median from Concord to Antioch. When SR-4 shuts down, detours can change commute times and access to nearby roads.
Detour rules during the July 17–20, 2026 closure
Caltrans said the required detour differed depending on whether drivers were traveling westbound or eastbound during the full shutdown:
Westbound SR-4 travelers (detour): From SR-4, take Roberts Road south, continue west on Howard Road, go south to Tracy Boulevard, then take I-205 west. Exit Mountain House Parkway, travel north to Byron Road, and then return to SR-4.
Eastbound SR-4 travelers (detour): From SR-4, take Byron Road south to Mountain House Parkway, then go south to I-205 East. Exit Tracy Blvd, head north to Howard Road, go east to Roberts Road, and then return to SR-4.
Local access rule: Caltrans stated that only local residents and business owners would have access to locations within the closure limits. If you were not part of that local-access group, Caltrans directed non-local travelers to use the detour.
How much extra time to plan for
Caltrans warned motorists to be prepared for detour congestion. The agency said potential delays were expected to be approximately 30 to 40 minutes during the closure, and motorists should also expect 5-to-10-minute delays and use alternate routes whenever possible.
Caltrans also pointed commuters to watch for detour messaging from flaggers and overhead/portable changeable message signs, and to check real-time conditions through QuickMaps on a mobile device.
What crews were doing during the closures
Caltrans tied the full shutdowns to pavement work on SR-4, including repairing failed pavement areas (dig outs), then performing cold plane and overlay. The agency also described related improvements such as shoulder backing, approach and departure slabs, and upgrades to electrical elements, traffic management systems, lighting systems, and sign panels.
What to watch next on the SR-4 Delta Pavement Project timeline
This July 17–20 detour wasn’t the end of SR-4 work in the area. Caltrans said the project includes overnight, one-way traffic control at various eastbound and westbound locations on SR-4 on Sundays through Thursdays, running through February 2027.
Looking at the broader schedule, the project’s construction phase began in December 2025, with field work planned to start from late March 2026. Caltrans’ target for construction completion is February 2027.

If you commute on SR-4 in the Concord-to-Delta/Antioch direction, treat the July 17–20 weekend closure as part of a longer construction campaign: plan for future work-zone slowdowns and check real-time conditions before you head out.
Also, Caltrans cautioned that schedules are subject to change due to traffic incidents, weather, and equipment or material availability—so don’t assume any future timing beyond the already-published July 17–20 window.
