Tiffin prepares for construction on $27 million wastewater plant upgrade

Tiffin is moving toward construction on an approximately $27 million upgrade to its Water Pollution Control Center after the city awarded the construction bid to Adena Corporation.

Construction was expected to begin within months of a July 2026 update to Tiffin City Council. The upgraded wastewater system is expected to be online by July 2028.

The project represents a major investment in the city’s wastewater infrastructure and will bring construction activity before the planned operational date. The city update did not give an exact construction start date or a complete construction schedule.

Wastewater plant work

The Water Pollution Control Center project is the largest of several documented wastewater and sewer infrastructure efforts affecting Tiffin. Adena was identified as the awarded bidder, but the public update did not provide a final bid amount beyond the approximately $27 million project valuation.

The July 2028 target is an expected online date rather than a report that the upgraded system is already operating. Until construction begins and work progresses, the timing remains tied to the city’s planned schedule.

Separate sewer replacement grant

On June 5, 2026, the Ohio Public Works Commission awarded the City of Tiffin a $150,000 grant for the Shawhan and 2nd Avenue Sewer Replacement Project.

That grant is a separate infrastructure investment from the Water Pollution Control Center upgrade. It is directed to sewer replacement work in Tiffin and does not represent funding identified as part of the plant project’s approximately $27 million cost.

Together, the projects show continuing investment in Tiffin’s wastewater and sewer system, including both treatment-facility work and replacement of local sewer infrastructure.

Interceptor work and construction requirements

Ohio Environmental Protection Agency public-comment material from May 2026 also documents a Tiffin interceptor upgrade project. The material states that sufficient water flow must be maintained during construction.

That requirement is relevant as sewer work proceeds because construction must continue while maintaining the flow needed through the system. The interceptor project adds another piece of infrastructure work to the city’s broader wastewater program.

The next known step for the plant upgrade is the start of construction, expected within months of the July 2026 update. The planned milestone for the completed upgrade to be online is July 2028.
