Arkansas sends first $2.6 million BEAD payment to Brightspeed
Arkansas sent Brightspeed $2.6 million in the stateโs first payment through the federal Broadband Equity, Access, and Deployment program after verifying the companyโs first required milestone for 13 projects. The state announcement is dated Oct. 13, 2026; the webpage lists Oct. 14 as its posting date.
The projects span 25 counties and are intended to connect more than 13,700 homes and businesses. That figure is a project target, not a count of new connections completed. The payment marks progress on planning and engineering work before broadband service is delivered.
Payment covers planning and engineering
For Milestone 1, Brightspeed had to submit project plans and budgets, network designs, and schedules for environmental reviews under the National Environmental Policy Act. The Arkansas State Broadband Office, known as ARConnect, said it verified that work before disbursing the funds.
Arkansas uses a fixed-amount subaward model for these payments. Under that approach, funds are released when an awardee completes predetermined milestones and the state verifies them; the payment is not a reimbursement of individual project expenses. The $2.6 million covers Brightspeedโs first milestone across all 13 projects, not the companyโs full award for them.
This distinction matters because a verified planning milestone is not the same as a built network. ARConnectโs announcement does not say construction has begun or give a date when customers will be able to obtain service. It also does not identify the 25 counties or list the project locations by address.
One part of Arkansasโ statewide broadband effort
Arkansas received $1.024 billion in BEAD funding, ARConnect says, with statewide commitments covering more than 77,000 under-connected homes and businesses. Those statewide figures describe a broader effort than Brightspeedโs 13 projects: the companyโs target of more than 13,700 homes and businesses is one portion of the state commitments.
Brightspeed said its 13 projects represent nearly $66 million in total investment, including more than $39 million in the companyโs private capital. Those are company-reported investment figures, distinct from the $2.6 million state disbursement for the first milestone.
Further payments are tied to later requirements in grant agreements. ARConnect says BEAD awardees can receive additional funds as they meet those milestones and the state verifies completion. The timing therefore depends on the progress and requirements of each award; the announcement does not give Brightspeed a construction start date or a customer service date.
