Court Case Advances, Zoning Debate Heats Up, and City Planning Moves Forward
Sheboygan, WI – April 1, 2026 – A murder case advances in court as town zoning tensions rise, city planners add an open house, and the Red Cross seeks donors.
It has been a busy start to April across Sheboygan County, with developments in the courtroom, at town hall, and inside City Hall.
Murder Case Moves Ahead in Court
A 19-year-old Milwaukee man charged in connection with a January homicide in Sheboygan made a pre-trial court appearance this week. He faces felony murder and armed robbery charges related to the death of Joseph Torres. An 18-year-old co-defendant, also charged in the case, is scheduled for his next court appearance in mid-April.
Both men remain held in the Sheboygan County Jail on $1 million bond. The case continues to move through the judicial process, drawing close community attention.
Town of Holland Zoning Dispute Draws Residents
In the Town of Holland, a long-running land use dispute is escalating. Residents are pushing back against efforts by the Town Board to amend zoning rules following a denied variance request tied to a proposed corporate guest lodging use along Pine Beach Road.
A citizens group argues that proposed changes to zoning code could open the door to expanded short-term rentals and other commercial uses that may alter the character of the shoreline community. A Plan Commission public hearing is scheduled for April 2, with a special Town Board meeting to follow. A strong turnout is expected.
City Adds Another Comprehensive Plan Open House
The City of Sheboygan has added a fourth open house session for residents to review and comment on its updated Comprehensive Plan draft. The plan guides long-term decisions on housing, transportation, land use, and economic development.
The additional session, set for April 11 at City Hall, follows earlier meetings that generated significant community feedback. City staff have revised portions of the draft based on that input.
Red Cross Highlights Local Blood Drives
Meanwhile, the American Red Cross is urging Sheboygan County residents to donate blood as spring travel and outdoor activities strain supplies. Multiple blood drives are scheduled locally through late April, including several in the City of Sheboygan.
Health officials say steady donations are essential to maintaining adequate regional supply levels.
