The staff report says the easement is intended to preserve a minimum flood corridor and serves as an alternative to preserving that corridor in another portion of the property. The report describes the easement as approximately 0.68 acres, spread across four distinct sections that flank the future bike trail location.

Street and alley vacations: right-of-way changes tied to redevelopment

Street & Alley Vacation #26005: H Street between S 9th and S 10th
Street and Alley Vacation #26005 would vacate H Street right-of-way between S 9th and S 10th. Staff says the vacation is requested in relation to a future Multi-modal Transportation Center planned for the block south of the existing County-City Building at 605 S 10th St.
Staffโs recommendation is that the vacation conforms to the comprehensive plan. In terms of impacts, staff says the requested vacation would eliminate a westbound local street vehicular connection between S 9th and S 10th, while still maintaining pedestrian access/east-west connectivity through the redevelopment. The staff report also says a utility easement would be retained and could be released if utilities are relocated during construction.
Street & Alley Vacation #26007: east-west alley between S 13th/S 14th and L/M
Street and Alley Vacation #26007 would vacate an east-west alley located between S 13th & S 14th and L Street & M Street (described as the alley on Block 90). Staff describes it as approximately 16 feet by 300 feet, or 4,800 square feet.
Staff says the City is requesting the vacation because the block was chosen for future convention center development, and that removing the public alleyway would no longer be needed with that redevelopment. Staff also says vacating the alley wonโt limit access to existing properties on Block 90 and that a common access easement would be retained where buildings have additional access into the alley.
Finally, staff says the alley contains both city and private utilities, so a utility easement would be retained and released only if utilities are relocated for future construction.
