Sheboygan seeks $5 million in state loans to replace leaking lead service lines

Sheboygan is seeking $5 million in state-backed financing for urgent replacements of leaking lead service lines on private properties, but the money has not yet been awarded.

The Common Council approved the city’s applications during its July 6, 2026, meeting. The three proposed Safe Drinking Water Loan Program projects are estimated at $1 million, $1 million and $3 million.

What the council approved

The council action authorizes Sheboygan to apply for the loans. It does not guarantee that the city will receive the full $5 million or that every proposed project will move forward.

The Wisconsin Department of Natural Resources’ SFY 2027 Lead Service Line Intent-to-Apply List, dated May 15, 2026, includes the three Sheboygan entries and their estimated costs. That state list confirms the city’s proposed financing requests, but it is not a final loan award.

Final decisions would still need to determine whether the applications qualify for funding, how the projects are structured and when work can proceed.

Potential work could be coordinated with street projects

The proposed projects focus on spot replacements of leaking lead service lines on private properties. City materials and local reporting indicate Sheboygan expects to coordinate the work with city street projects during the 2027 and 2028 construction seasons if the applications are approved and the projects proceed.

That timing is a planning expectation, not a confirmed construction schedule. Individual properties should not assume that work has been scheduled or that a replacement will occur automatically.

Lead service line replacement can involve both public and private portions of a water connection. Sheboygan Water’s resident information explains that property ownership, eligibility requirements and available assistance can affect how replacement work is handled.

The utility also says its voluntary replacement assistance funding for 2026 is fully committed. Future-year funding notifications are expected to be announced separately, so residents should not treat the proposed state loan applications as confirmation that 2026 assistance remains available.

A final state award would also not establish eligibility for every property, guarantee that all leaking lines will be replaced or provide an immediate construction date for individual homes and businesses.
