Libertyville housing plan moves into implementation as development reviews continue
Libertyville’s Village Board adopted an Attainable Housing Plan on June 10, 2026, and subsequently submitted it to the State of Illinois. The action moves the village’s housing policy framework into implementation while several local development proposals remain under review.
The approved plan establishes Libertyville’s policy framework for attainable housing. The available village materials do not specify how many housing units the plan could produce or identify financing commitments. It also does not, based on the reviewed sources, guarantee that attainable or affordable units will be built.
Development reviews continue along Milwaukee Avenue
Libertyville’s planning division handles zoning, planned land use and development review. Its current listings include exact-place projects at Libertyville addresses, including 211 S. Milwaukee Avenue and 902 S. Milwaukee Avenue.
One proposal under review is a new Papo’s Express car wash at 211 S. Milwaukee Avenue. The application calls for demolition of the existing structure and construction of a new building and parking lot. The proposal remains pending; the reviewed sources do not establish that it has been approved or will be built.
The Papo’s Express application was continued to the August 24, 2026, meeting of the Plan Commission and Zoning Board of Appeals. That gives the applicant and the public another scheduled point in the review process, but the meeting date is not an indication of a final decision.
August meetings and deadlines
The Appearance Review Commission has a meeting scheduled for August 17, 2026, with an August 7 submittal deadline. The Village Board’s published schedule also lists meetings on August 11 and August 25.
Those dates create additional opportunities for applicants to submit materials and for residents to follow development proceedings. Pending reviews could affect commercial facades, parking, traffic and land use along major Libertyville corridors, while the housing plan provides the broader policy context for future housing decisions.
The next documented development-review deadline is August 7 for the Appearance Review Commission’s August 17 meeting. The Papo’s Express application is scheduled for further review on August 24, followed by a Village Board meeting on August 25. No source in the approved packet reports a final housing-unit count, financing package or approval of the car-wash proposal.
