Midland Sets August Budget Proceeding as School Projects Advance

Midland has scheduled a city budget workshop and tax-rate-ceiling proceeding for Aug. 12, 2026, as Midland Independent School District reports progress on security, public-safety and campus construction projects across the city.

The City of Midland’s published schedule lists Aug. 12 as a budget-workshop date and includes the setting of the tax-rate ceiling. The city’s approval schedule notes that application and meeting dates can change. The proposed tax-rate ceiling, any spending changes and any action resulting from the proceeding have not been announced.

School construction updates

Midland ISD reported that security-vestibule additions at Franks and Houston schools were under construction. Renovations at the district’s Disciplinary Alternative Education Program and Police Department facilities at Midland Academy of Professional Studies were also underway.

Construction at Alamo Middle School was approximately 13% complete, according to the district’s July board-meeting recap. At Santa Rita Elementary, phase-one asphalt work for the drop-off drive was complete, while phase-two work was in progress.

The district also said the planned Storie Middle School and Encore Academy conversion was in the construction-document phase. Midland ISD expected the Encore Academy project to go out for bid in August 2026, begin construction in October 2026 and be completed in August 2027. Those are projected project milestones and could change.

Next dates

The city’s Aug. 12 proceeding is the next major public budget milestone identified in the published schedule. Midland ISD’s next regular monthly board meeting was scheduled for Aug. 25, 2026, at 5:30 p.m.

The city budget process could affect Midland’s fiscal planning, while the district’s facilities program includes school-security work, public-safety renovations and a multiyear campus-construction schedule.
