Guilford County Schools asks County for extra $5.3M after SB 257 pay-raise

Guilford County Schools has posted an updated budget request to the Guilford County Board of Commissioners, asking for an additional $5.3 million to address a pay-raise “timing gap” created after North Carolina signed Senate Bill 257.

In the July 14 update, the district says its board approved a resolution requesting the extra funding after the state’s finalized budget and salary increases changed what was needed from local (county) dollars. GCS says the issue was not realized until state leaders presented a budget framework in mid-May, even though its county request had already been sent earlier in the spring.

What changed: state pay-raise framework landed after April planning

GCS points to the July 7 signing of SB 257 by Gov. Josh Stein. The district says the law authorized an average 8% raise for teachers (certified staff) and a 3% raise for non-licensed employees (classified staff).

But when GCS and county leaders built the spring budget request, the district says it was planned around a 3% average salary increase for both certified and classified employees. GCS says the difference between that earlier planning assumption and the SB 257 framework is why it needs the additional $5.3 million.

County baseline: FY2027 budget adopted June 25

The updated school request arrives after Guilford County adopted its FY2027 budget on June 25, 2026. That date matters because it establishes the baseline the Board of Commissioners would likely need to consider again if it acts on the school funding request.
