Harrison’s new short-term rental rules are set to begin on July 11, 2026. The city says owners can submit applications now, but staff will not process them until the ordinance is active.
Under the new system, a Short-Term Rental License is required before a property can be advertised, offered, rented, leased, or operated as a short-term rental in the City of Harrison. The city’s public STR page says no licenses have been issued yet.
What owners need to do
Owners will need to complete the city’s application and inspection steps before a license can be issued. The ordinance also calls for a local contact, proof of ownership or legal authority to operate, liability insurance, and other required information. Once issued, the license is valid for 12 months and is not transferable if the property is sold.
The ordinance also sets an occupancy standard. Maximum overnight occupancy is two people per bedroom, plus two additional people per dwelling, with children under 2 excluded from that count. A room that does not meet egress requirements cannot be counted as a bedroom for occupancy purposes.
What nearby residents should expect
The city says the ordinance is meant to address neighborhood concerns tied to short-term rentals, including noise, traffic, parking conflicts, and nuisance complaints. It also creates a formal complaint process so the city can document and review issues tied to STR activity.
For owners, the practical checklist is straightforward: review the ordinance, prepare for inspection, and make sure the application is ready before July 11 if you plan to operate after the effective date. For neighbors, the change means Harrison will have a more formal system for handling short-term rental complaints and enforcing the rules once they begin.
