Stockton civil grand jury says City Hall infighting has become a governance problem
Stockton CA – A June 25 report says council infighting, ethics problems, staff interference and spending questions are hurting City Hall, with a Sept. 23 response deadline.
Stockton City Hall is back under scrutiny after the San Joaquin County Civil Grand Jury released its 2025-2026 consolidated report on June 25, 2026. The Stockton chapter, “Governance in Turmoil,” says public infighting, leadership instability and failure to fully address past recommendations have weakened city governance.
The investigation initially centered on possible Brown Act issues and confidential-information complaints. But the final report broadened into ethics, staff interference, spending and public conduct.
What the report says
The grand jury says some councilmembers bypassed the city’s council-manager structure, creating confusion inside City Hall. It also says council conflicts have spilled into meetings, letters, press conferences and social media.
The report raises questions about city spending on internal investigations. It says Stockton budgets $500,000 a year for that work and could not verify how much was spent on council investigations specifically.
Among its recommendations, the grand jury calls for stronger ethics rules, written social-media guidelines, and work toward an independent ethics commission or similar body. It also recommends local campaign contribution limits by Dec. 31, 2027.
Why residents should care
For residents, the issue is less about political drama than city performance: how decisions get made, how much staff time gets diverted, and whether public money is going toward disputes instead of services.
The council must formally respond by Sept. 23, 2026.
