Annapolis City Dock flood project faces $6 million funding gap after grant loss

Annapolis’ City Dock Flood Mitigation and Resiliency Project is facing a $6 million funding gap after the city did not receive grant money it had included in its budget.

The City of Annapolis disclosed the change in a Planning and Zoning update published July 1, 2026. The city said it had budgeted for the grant, but the expected funding was not received. The $6 million line was subsequently removed from the city’s ledger.

Project remains in design

The funding loss does not mean the City Dock project has been canceled. City officials said the work was still in the design phase as of July 1 and that there was time to fill the gap.

That leaves the project’s financing, scope and schedule unresolved. The city’s update did not identify a replacement grant, say whether local funds would be used, or explain whether the project’s design might be reduced or changed.

A final construction schedule was also not identified. The available information therefore does not establish when construction would begin or when the flood-mitigation and resiliency work would be completed.

What the gap means for City Dock
