Chattanooga council weighs proposed $500,000 storefront and retail agreement
Chattanooga City Council is scheduled to consider a proposed $500,000 agreement with RiverCity Company for storefront improvements and retail recruitment, but the public agenda does not yet explain how the money would be distributed or measured.
The item appears on the proposed agenda for Tuesday, August 11, 2026. It would authorize the city’s Department of Economic Development to enter into an agreement with RiverCity Company for a “storefront improvement and retail recruitment initiative.” The agenda lists the item under District 7.

Existing Scenic Storefronts program is separate context
RiverCity Company’s existing Scenic Storefronts materials describe a program for business and property owners seeking improvements to ground-floor retail spaces. The operator says that program provides a 1:1 matching reimbursable grant for approved work, with applications accepted on a rolling basis.
The materials say priority is given to exterior projects involving ground-floor retail, food and beverage businesses and other uses that provide pedestrian experiences. They also describe eligibility conditions involving the RiverCity Company footprint, property-owner permission, a minimum remaining lease term for tenant applicants, licensing and compliance with local requirements.
Those published terms should not be treated as confirmed terms of the proposed city agreement. The council agenda does not say whether the $500,000 proposal would continue, expand or modify Scenic Storefronts, or whether a different initiative would be created.
Prior council discussion focused on results
During the Economic Development Committee portion of the November 4, 2025 Chattanooga City Council meeting, city staff presented an update on a retail corridor revitalization strategy that included assessment, assistance and marketing phases. RiverCity Company representatives separately discussed downtown revitalization, retail recruitment challenges and the Scenic Storefronts program.
The minutes show that council members requested statistics from facade grant programs RiverCity had previously implemented on MLK Boulevard and Main Street. That history makes outcome reporting relevant if the proposed agreement advances.
Useful measures could include the number and location of participating properties, completed improvements, private matching dollars, newly recruited retailers, occupied storefronts and the status of projects after awards. The city has not yet published such requirements for this proposal.
What happens next
The next confirmed step is council consideration on August 11. A vote to authorize an agreement would not necessarily mean grants become immediately available. Applications, eligibility rules and awards would depend on the final agreement and any subsequent guidance.
Residents, property owners and businesses should watch for the final resolution, the executed contract, funding information, application rules, award caps, recipient disclosures and performance reports. Any later council action or grant award must be verified from official records before the proposal is described as approved or operating.
