Chula Vista Posted Its First Safe Neighbor Report, but the Exact Posting Date Is Unclear
Chula Vista has posted its first Safe Neighbor Ordinance Compliance and Transparency Report, documenting city law-enforcement task-force participation, known immigration-enforcement activity and TRUTH Act matters for calendar year 2025.
The report covers January 1, 2025, through December 31, 2025. The city’s transparency page now makes the document available after the City Council set an initial July 1, 2026, reporting deadline.
The exact date the report was uploaded could not be confirmed from the city page or the report itself. It is publicly available as of August 1, 2026. That distinction matters because the report period and the posting date are separate facts.
What the first report covers
The city’s transparency page identifies three broad semiannual reporting categories: joint law-enforcement task forces, known immigration enforcement in Chula Vista and summaries of Transparent Review of Unjust Transfers and Holds, or TRUTH Act, forums.
The report lists Chula Vista Police Department participation in multiple regional and federal task forces. It also says no federal or state law changes in 2025 materially altered the department’s ability to participate in joint task forces.
For known immigration-enforcement activity, the report says city staff searched the calls-for-service database using terms connected to immigration status, deportation and federal agencies. The initial search flagged 395 calls. After manual review, 92 calls were identified as involving federal immigration agencies, and 33 calls were classified as immigration-enforcement activity events within Chula Vista during 2025.
The report says those figures reflect activity known to the city from the records and information available during the reporting period. They should not be read as a complete count of every federal immigration action, arrest, encounter, hold or warrant in the city.
The report also states that there were no qualifying TRUTH Act forum events in 2025.
How the reporting requirement works
The Safe Neighbor ordinance requires the City Manager to provide written reports to the City Council twice a year. The report document says the initial filing covers calendar year 2025, while later reports will use six-month periods.
The March 3, 2026, City Council record identified in the city’s meeting archive established the initial January-through-December 2025 reporting period and a July 1, 2026, deadline for the first report. KPBS separately reported in April that Deputy Mayor Cesar Fernandez expected the first report to be published by the end of June. The formal July 1 deadline and the earlier public expectation are close but distinct timing markers.
Because the exact upload date was not confirmed, the available record does not establish whether the document appeared before or after July 1. It does establish that the first report is now publicly available.
A separate incident-reporting system
The compliance report is not the same thing as the city’s incident-reporting dashboard.
Under the Safe Neighbor requirements, when the Chula Vista Police Department responds to a call for service involving federal, out-of-state or other law-enforcement personnel, the police chief must issue a public incident report within three business days of the response. The report must include the agencies present, whether a judicial warrant was presented and available identifying information for involved personnel.
The city links those incident disclosures through a separate dashboard. The annual compliance report summarizes defined reporting categories for a stated period; the dashboard is intended to document individual police responses. Residents should not treat the dashboard as an appendix to the first compliance report unless the city expressly links particular entries to that document.
What residents can take from the posting
Chula Vista has made a first calendar-year Safe Neighbor disclosure available, giving residents a defined view of what the city reported from its records. The document also creates a baseline for tracking the city’s later six-month reports and individual incident disclosures.
But the report’s scope matters. It is a municipal transparency report, not an all-purpose record of immigration enforcement in Chula Vista. Its figures describe categories and activity known to the city through the stated methodology; they do not automatically establish the full number of immigration-related actions in the city.
