Chula Vista’s Higher-Education Task Force Sets Aug. 28 Meeting

Chula Vista’s 14-member South County Higher Education Planning Task Force is scheduled to hold its second meeting Friday, Aug. 28, continuing a state-backed process to evaluate the feasibility of a mixed-use, intersegmental educational facility in the city.

The meeting is the next formal step in a planning process covering governance, funding, potential sites and infrastructure, land use, regulatory barriers and public engagement. The task force is expected to submit findings and recommendations to the Legislature by July 1, 2027. The Aug. 28 meeting will not by itself approve a permanent university campus or resolve its final operating structure.

What the task force is studying

Assembly Bill 662 created the Chula Vista-specific task force. The law calls for representatives from San Diego State University, Southwestern College, UC San Diego, the City of Chula Vista, Sweetwater Union High School District and other public appointees. Members must be South County residents or people who work in, or have a vested interest in, the area.

Under the law, the task force must examine possible governance structures, site locations and infrastructure needs, funding mechanisms and partnerships, statutory barriers, and public input. Its report is due to the Legislature on or before July 1, 2027.

University District provides the long-range framework

The task force’s work connects to the University District at Chula Vista, the city’s long-range framework for a planned, multi-institution higher-education presence. The city says it is the landowner, convener and long-term steward of the effort, while not serving as an academic provider.

Chula Vista describes the University District as building on more than two decades of planning and a fully entitled site of more than 380 acres intended for phased development. That planning framework should not be confused with a completed campus: governance, funding, site-readiness and regulatory recommendations remain pending.

Possible Millenia Library programming comes sooner

Separate from the long-range planning process, the city says initial activation could begin as early as fall 2026 through San Diego State University academic programming at the newly built Millenia Library. “As early as” leaves the timing subject to confirmation; it does not establish that a full university campus will be operating in Chula Vista by fall.

SDSU Global Campus separately lists spring 2027 admission for its accelerated second bachelor’s degree in nursing. The program says laboratory training will take place at a new nursing facility in Chula Vista, while clinical placements will be at regional community and acute-care agencies. SDSU also says the program is pending approval from the California Board of Registered Nursing and accreditation from the Commission on Collegiate Nursing Education.

Those are different milestones. The city’s broader language concerns possible academic programming at Millenia Library in fall 2026, while SDSU’s nursing page identifies spring 2027 as the expected admission term. Neither milestone, by itself, represents final approval of a permanent public-university campus.

What the next meeting means locally

For prospective students, the immediate questions are whether SDSU-related programming will begin in Chula Vista and which programs, locations and enrollment details will be confirmed. Residents and nearby businesses can watch for information about activity at Millenia Library and for future proposals affecting the University District site.

The task force’s eventual recommendations could clarify the infrastructure, land-use changes, funding commitments and institutional arrangements needed for a larger public-higher-education presence. Those questions remain open until the group completes its work and submits its report.

The next date to watch is Friday, Aug. 28, when the task force is scheduled to meet for the second time. The meeting advances the planning process; it does not approve a campus, resolve funding or guarantee a fall 2026 launch.
