Chula Vista City Council advances charter measure for Nov. 2026 ballot

Chula Vista City Council moved quickly in mid-July 2026 to advance a charter initiative for the Nov. 3, 2026 ballot, a proposal that would reshape how the city governs—while also setting a new minimum for councilmembers’ pay.

Reporting from Voice of San Diego says the measure is intended to be voted on by residents, meaning the charter changes are not final until the ballot-qualification steps play out and voters approve the text.

What the charter change would do (and who it affects)

• Council pay minimum: The proposal would raise councilmembers’ pay to a stated minimum of $110,127 per year.
• Term-structure change: The measure would extend the city’s term limits by one additional four-year term (for a total of 12 years), and—because of how the language is written—could reset term-limits clocks for current officeholders, allowing them to serve for up to 16 years.
• Ethics and lobbying rules: The initiative would create a new City Ethics Commission to take over duties from the city’s current ethics structure. It would also require lobbyists to register and would bar council members (and other city commissions) from lobbying city officials for at least one year after leaving office.
• Contract negotiation / labor rules: The measure would add binding arbitration to the city’s contract negotiation rules with its public employee unions—requiring a neutral third-party arbitrator when negotiations break down or reach impasse.

Why timing matters: the Aug. 7 local-measures deadline

The reason the council action is moving so fast is that local charter measures have to fit into a county filing and ballot-placement schedule. Voice of San Diego links the council’s rapid pace to an Aug. 7 deadline to place the measure on the November ballot.

San Diego County’s Registrar of Voters measures calendar shows what that deadline controls: the Aug. 7, 2026 due date is when measure resolutions and tax-rate statements are due (if applicable), and it notes that ballot text is limited to 75 words and must be included in the resolution.

Just one day later, the same Registrar calendar lists Aug. 8, 2026 for the Registrar to post the measure text online and the notice of argument deadline.

Before Election Day, residents should watch for the qualified ballot language that will be posted through the measures process, because that final text will determine what voters are being asked to approve. The council also signaled it plans additional discussion before taking the final step to place the measure on the ballot.
