Garland City Council rejected proposed zoning rules for short-term rentals in a 6โ3 vote on Oct. 20, 2026. The amendment, GDC Amendment ORD 26-08, was not adopted. The Planning Commission had recommended it 7โ0 on Sept. 28.
The votes were decisions at different stages: the commission recommended the proposal, and the council later denied it. The councilโs vote left the proposed zoning framework unadopted.
What the proposed zoning rules would have done
The amendment would have added short-term rentals as a distinct land use in the Garland Development Code and specified where they could be permitted. Under the proposal, new rentals generally would have been allowed by right in Light Commercial and Heavy Commercial districts. In Planned Development districts, they would have been allowed only if the districtโs ordinance expressly authorized them; the proposed use would have been prohibited in other districts.
The draft also included a limited continuation provision for certain properties with a valid city short-term-rental permit on the ordinanceโs effective date. That provision was part of the rejected proposal and did not take effect.
The meeting-record summary indicates that parking, noise and parties were discussed, but does not establish the full range of public views.
The zoning vote did not end the permit program
Does the rejection mean Garland banned short-term rentals? No. The council voted on a proposed zoning amendment, not on ending the cityโs separate short-term-rental permit program. The vote did not itself end that program or determine whether a particular property may operate under it.
For property owners, the distinction is that the rejected amendment created neither its proposed zoning pathway nor its proposed district restrictions. The permit program is separate, so the zoning vote should not be read as either a citywide ban or approval for any individual property to operate.
