Garland Moves Toward 2026-27 Budget Vote and Possible Tax Election
Garland City Council has begun formal consideration of the city’s proposed fiscal 2026-27 operating budget, starting a public discussion that is scheduled to continue through August before council action on Aug. 17.
The proposal includes funding for 10 police officers, making public safety one of the staffing priorities identified in the city’s plan for the next fiscal year. The positions are proposed additions to the budget; they do not represent officers who have already been hired or filled.
The budget process will shape Garland’s spending and staffing priorities for fiscal 2026-27. It also includes a possible tax-related decision that could extend beyond City Hall and to voters in November.
Budget review began July 6
City Council received the proposed operating budget during its July 6, 2026, work session. The city’s budget announcement said discussion would continue for several weeks before the council considers adoption in August.
That schedule leaves time for council members to review the proposal before the planned public hearing and adoption consideration. Because the plan has not yet been adopted, its staffing priorities remain subject to council discussion and possible changes.
The 10 police officers therefore describe a proposed allocation in the operating budget rather than a final hiring commitment. If the proposal remains unchanged through adoption, the positions would become part of the city’s approved staffing plan for the new fiscal year. The final outcome depends on later council action.
Aug. 17 is the next major budget date
Garland’s published budget schedule lists Aug. 17, 2026, for a final public hearing and City Council consideration of adopting the fiscal 2026-27 budget. That date is the next identified point for formal public input and council action on the spending plan.
The scheduled hearing and vote are important because the proposal connects day-to-day city operations with longer-term staffing decisions. Police staffing is one visible part of that plan, while the broader budget will establish the city’s authorized priorities for the coming fiscal year.
Until the council acts, the proposed budget should not be treated as the final spending plan. The August proceedings may determine whether the 10 proposed police positions remain included and whether other elements of the proposal change before adoption.
Tax-rate election consideration is also scheduled
The city’s published schedule also lists consideration of calling a November 2026 tax-rate election. That is a scheduled council consideration, not confirmation that an election has already been called.
The tax-rate question is separate from the immediate budget-review step but is part of the same public calendar. A council decision on whether to call the election would determine whether Garland voters are presented with a tax-rate question in November.
The schedule does not establish the result of that consideration, and the final tax rate has not been resolved through the budget action described here. Residents should therefore distinguish between the proposed budget, the Aug. 17 adoption proceeding and any later decision involving a November election.
For Garland, the next known deadline is Aug. 17, when the council is scheduled to hold the final public hearing and consider adopting the 2026-27 budget. That meeting will provide the next formal opportunity to see whether the proposed staffing plan advances and what action the council takes on the possible November tax-rate election.
