Glendale’s 75th Avenue reconstruction moves from budget promise to funded project

Glendale’s reconstruction project for 75th Avenue between Beardsley Road and Deer Valley Road has moved beyond a budget designation into an authorized, funded project. On June 23, 2026, the Glendale City Council authorized the city to enter into a construction agreement with Combs Construction Company, LLC.

That action establishes the contractor agreement for the corridor. A separate Arizona funding report shows that the project’s $3 million state allocation was distributed to Glendale in 2025. The funding record does not establish that reconstruction is complete or that crews have begun work.

What Glendale authorized

The June 23 Glendale City Council meeting record lists authorization to enter into a construction agreement with Combs Construction Company, LLC, for the 75th Avenue reconstruction project from Beardsley Road to Deer Valley Road.

The council action followed an earlier project step. On February 24, 2026, the council authorized the acquisition of real and personal property interests needed for the 75th Avenue Beardsley-to-Deer Valley capital-improvement project.

Together, those actions show the project advancing through implementation. They should not be read as confirmation that construction is already underway, that a start date has been announced or that the work has been completed.

Where the money stands

The Arizona Joint Legislative Budget Committee and Arizona Department of Transportation report lists a project titled “Distribute to the city of Glendale for the 75th Avenue reconstruction project.” It identifies the City of Glendale as the managing agency and shows:

$3 million appropriated;
$3 million in the current budget;
$3 million in expenditures to date; and
$0 remaining balance.

The report is dated November 3, 2025, and its expenditure figures run through September 30, 2025. It identifies the funds as a pass-through distribution under intergovernmental agreement 25-00011200, completed in September 2025.

The report specifically cautions that the completion entry reflects funds being dispersed rather than completion of the underlying project. In practical terms, the state allocation was distributed to Glendale; the report alone does not show that the roadway reconstruction has been finished.

How the project fits the new budget

Glendale’s July 1, 2026 budget announcement identifies street reconstruction as a transportation priority for fiscal year 2026-27. The announcement includes reconstruction of 75th Avenue between Deer Valley and Beardsley roads, as well as a separate 75th Avenue segment from Glendale Avenue to just south of Northern Avenue.

The budget establishes the city’s planned transportation work. The June 23 council action supplies a separate construction-agreement milestone for the Beardsley-to-Deer Valley segment. The state report supplies the funding-distribution record.

What residents and drivers should watch next

For residents, nearby businesses and commuters, the next practical information will be Glendale’s construction schedule, traffic-control plan, lane or access changes, work phases and public-notice process.

The city’s current transportation-projects page does not identify a corridor-specific construction start date or traffic-impact notice for this 75th Avenue segment in the material reviewed for this article. Until Glendale publishes those details, drivers should not assume that lane closures or other work-zone changes have begun.

The accountability point for the corridor is now the transition from an authorized agreement and distributed funding to visible construction activity. Glendale’s next useful update will be the public schedule and traffic-management information for 75th Avenue between Beardsley Road and Deer Valley Road.
