Hartford advances 48-unit affordable housing project in White River Junction
The Town of Hartford plans to request the release of Community Development Block Grant funds for Pinecrest Apartments, a proposed 48-unit affordable apartment building at 33 Green Heights Drive in White River Junction.
Hartfordโs combined public notice said the request was planned for on or about May 31, 2026. The property was previously identified as 444 Sykes Mountain Avenue. The proposal would redevelop the White River Junction site for a larger affordable housing development.
Project cost and funding
The estimated total project cost is approximately $24,216,650. The notice identifies about $1 million in CDBG funds, $1,475,428 in HOME funds and $1,221,733 from the National Housing Trust Fund.
Those three listed sources total $3,697,161. The funding plan also anticipated approximately 10 project-based vouchers. Project-based vouchers are attached to designated apartments in a development, but the notice does not establish that all 10 have been guaranteed or that any units are currently available.
The proposal would add 48 planned affordable apartments at a specific White River Junction property. Its financing combines federal housing resources with anticipated rental assistance, subject to the project moving through the remaining stages of funding and development.
Site design and environmental review
The planned design includes parking, stormwater management, a small patio and passive radon mitigation. The notice references the U.S. Environmental Protection Agencyโs radon threshold of 4.0 picocuries per liter and describes radon-resistant construction measures for the project.
The combined notice includes a finding of no significant impact. That finding is an environmental review determination for the proposed project; it is not an announcement that construction has begun or a construction permit.
What the announcement means
Hartfordโs action concerns a planned request to release grant funds. It does not announce that the CDBG money has been released, that construction is underway or that an occupancy date has been set.
If the development advances, Pinecrest Apartments would convert the identified site into a 48-unit affordable apartment building and expand the planned housing supply in White River Junction.
