Lee’s Summit Approves Financing Plan for 1,000-Acre Arborside
The Lee’s Summit City Council approved a redevelopment plan and Community Improvement District petition for Arborside on July 7, clearing a financing framework for a planned development covering approximately 1,000 acres in northern Lee’s Summit.
The action authorizes a structure that includes property-tax abatement and a new 1% Community Improvement District sales tax. The financing is intended to support public improvements tied to the development, including roads and sewer infrastructure.
Arborside is being planned as a long-term expansion of the city, with residential, commercial and industrial uses included in the broader development vision. The project is described as a roughly 20-year investment, meaning the council’s vote establishes a framework for growth that is expected to unfold over an extended period rather than as a single construction project.
What the council approved
The council approved the Arborside Land Clearance Redevelopment Authority plan and the Arborside Community Improvement District petition. Together, those actions create the public-financing structure associated with the development.
Property-tax abatement is part of the plan, while the CID would impose a new 1% sales tax within the district. The council record identifies roads and sewer systems among the public improvements planned for the area.
The approval is significant because infrastructure will be central to connecting a development of this size to the existing city. Roads will determine how new neighborhoods and businesses connect with the surrounding network, while sewer improvements will support future development capacity.
Parks, trails and schools
The development planning also includes parks and trails, along with coordination with the Lee’s Summit school district. A presentation associated with the project discussed six schools, but the July 7 action did not approve or fund six school buildings as part of the redevelopment plan.
That distinction matters as the project moves from a financing framework toward later planning and development decisions. School coordination, parks and trails are part of the broader planning discussion, while the council’s approved action centered on the LCRA redevelopment plan and CID petition.
What happens next
The vote clears the financing structure for the Arborside plan, but it does not establish every eventual detail of the development. The final number of homes, total project cost and construction schedule have not been set in the council action described here.
The adopted plan and related legal documents will determine the complete public-finance terms, including the duration of the tax abatement. Those details will be important as residents and city officials assess how the incentives and new sales tax will operate over the project’s expected 20-year horizon.
For Lee’s Summit, the decision sets the direction for a major change in the northern part of the city. If the planned residential, commercial and industrial development proceeds, Arborside could reshape land use and create long-term demands for roads, sewer service, parks, trails and school coordination. The July 7 vote marks the approval of the framework for that growth, not the completion of the development itself.
