Ontario approves 189-acre Eucalyptus Business Park plan
Ontario City Council adopted Ordinance No. 3337 on July 7, approving the Eucalyptus Business Park Specific Plan and creating the land-use framework for a proposed development covering approximately 189 acres.
The plan allows nearly 2,939,000 square feet of business-park development, along with approximately 10,000 square feet of commercial space and about 37 acres of open space or parkland. It is one of Ontarioโs largest current development proposals, based on the scale of the approved development capacity.
The approval is a planning action, not a declaration that the project is complete or under construction. The available materials do not establish a construction start date, a tenant roster, a final job count or the projectโs total infrastructure cost.
What the specific plan establishes
A specific plan sets the rules for how a defined area may be developed. In this case, the approved plan establishes land-use districts, development standards and design guidelines for the Eucalyptus Business Park site.
It also addresses infrastructure improvements associated with the planned business park. That gives the city a framework for evaluating future development on the site, including the relationship between buildings, commercial space, open space and supporting infrastructure.
The approved capacity is approximately 2.94 million square feet of business-park space. That figure describes what the plan allows; it does not establish that every parcel will be built to the maximum intensity or that the full amount will be delivered on a specific schedule.
Why the decision matters in Ontario
The action changes the status of the proposal from a plan under consideration to an adopted city land-use framework. For Ontario, the practical significance is the size of the development area and the amount of commercial and open-space planning now incorporated into the cityโs approved standards.
The proposed business park would include substantially more business-park space than commercial space: nearly 2,939,000 square feet compared with approximately 10,000 square feet of commercial development. The plan also identifies approximately 37 acres for open space or parkland within the approximately 189-acre site.
Those figures provide the basic outline of the approved concept, but they do not answer how many companies could occupy the site, how many people could eventually work there or how much economic activity the project could generate. The source materials do not provide those details.
Environmental review and what is not yet known
Ontario separately identified the project in its environmental-review materials and treated the city as the lead agency for the review. The cityโs environmental-document process provides the public-review framework for major development proposals in Ontario.
The specific-plan approval also should not be read as confirmation that all future buildings have received individual permits. The available materials do not identify building permits, construction activity or a schedule for the next phase of the proposal.
For now, the confirmed development is the cityโs adoption of the Eucalyptus Business Park Specific Plan on July 7. The next concrete detailsโsuch as construction timing, future occupants, infrastructure spending and the final amount of development builtโremain unspecified in the approved materials.
