Rockwall council weighs manufactured-home rules for SFE-4.0 estate lots
The Rockwall City Councilโs August 3, 2026, second-reading agenda included a zoning amendment that would allow one new HUD-code manufactured home by right on qualifying property in the Single-Family Estate 4.0, or SFE-4.0, district.
The proposal would not apply to every residential lot in Rockwall. The city describes SFE-4.0 as the zoning classification for rural estate lots with a minimum size of four acres.
What the proposed rules would require
Under the proposed amendment, one manufactured home could be placed on each property as the principal residential structure and used only as a single-family detached dwelling. The property would have to be legally platted, meet applicable building setbacks and provide the appearance and orientation of a standard single-family detached home.
The proposed standards include at least 1,800 square feet of air-conditioned space, a permanent concrete foundation and a fully enclosed foundation area. Towing hitches, tongues, running gear, wheels, axles and other temporary transportation equipment would have to be removed or fully concealed from public view before the home is occupied.
The property also would need a concrete driveway, off-street parking and an attached or detached garage under the SFE-4.0 development standards. Only a new HUD-code manufactured home with required certification labels would qualify. Mobile homes and manufactured homes constructed before June 15, 1976, would not be permitted under the proposed language.
Connection to Texas law
Rockwall planning staff tied the amendment to Texas Senate Bill 785, which takes effect September 1, 2026. The law requires a municipality with zoning regulations or zoning district boundaries to permit installation, by right, of a new HUD-code manufactured home for use as a dwelling in at least one residential zoning classification or district, subject to statutory exceptions.
The cityโs planning memorandum says placing the use in SFE-4.0 would create that required zoning path. The memorandum also says the city could continue requiring a specific-use permit for residential infill adjacent to an established subdivision when the property is in SFE-4.0 and within 500 feet of an established subdivision, because the city applies that requirement to other residential property in the same classification.
Final council action was not available in the reviewed record
The cityโs meetings page lists August 3, 2026, as a City Council meeting date and shows the minutes as โNot Posted.โ The planning memorandum identifies that date as the second reading for the Unified Development Code text amendment. The reviewed public record therefore did not confirm whether the council approved, rejected, postponed or amended the proposal.
Until the city posts final action and an adopted ordinance, property owners should treat the standards as proposed rather than as current permission to place a manufactured home.
If adopted, the change could create a by-right housing option for owners of qualifying property in the SFE-4.0 district. It would not automatically authorize manufactured homes in other Rockwall residential districts or on property that fails the cityโs zoning, platting, access, parking, foundation, garage or setback requirements.
