Santa Rosa council to consider $1.5 million more for Coffey Park, Fountaingrove road recovery

Santa Rosa City Council members are scheduled to consider Tuesday, August 4, whether to authorize an additional $1,496,623.27 for the Coffey Park and Fountaingrove Neighborhood Road Disaster Recovery Project.

The proposed appropriation would add Community Development Block Grant-Disaster Recovery funding from the California Department of Housing and Community Development to Contract C02258. The request remains pending as of Monday, August 3, 2026; it is not an approved appropriation yet.

What the council will consider

The item is listed on the Santa Rosa City Council’s August 4 consent agenda. The proposed resolution would authorize the city to receive additional disaster-recovery funds, allocate them to the roadway project and authorize the chief financial officer to increase appropriations by the exact amount requested.

The agenda identifies the money as grant funding rather than city general-fund dollars. It ties the request to the existing Coffey Park and Fountaingrove Neighborhood Road Disaster Recovery Project and Contract C02258.

Why the road project exists

Santa Rosa’s roadway-recovery records say more than 33 miles of residential streets in Coffey Park and Fountaingrove were damaged after heavy debris-removal operations following the 2017 Tubbs Fire. The city says the roads were not designed to handle the resulting truck traffic and experienced premature pavement failure.

City project materials describe treatments that can include asphalt section replacement, localized pavement repairs, slurry sealing, replacement striping and some Americans with Disabilities Act curb-ramp work. The current funding item does not establish which streets will receive which treatment.

For residents, the project could affect pavement conditions, construction activity, neighborhood access and traffic management. The current agenda item does not establish a street-by-street construction sequence, a new start date or a completion date. Residents should rely on current project updates for those details rather than infer them from the funding request.

Earlier funding and contract action

The additional request is separate from the council’s earlier project approvals. On September 26, 2023, the council accepted $13,835,903.15 in CDBG-DR funding, awarded Contract C02258 and approved a total contract amount of $20,031,245.97.

The August 4 action would provide another funding step for the same roadway-recovery effort. The proposed $1,496,623.27 does not represent the full project cost or replace the prior contract action.

What Santa Rosa residents should watch

For residents of Coffey Park and Fountaingrove, the immediate question is whether the council approves the additional grant-funded appropriation. A favorable vote would authorize the next funding step, but it would not by itself answer when crews will work on particular streets or how traffic and neighborhood access will be managed.

The council’s August 4 meeting is the next decision point. Until that meeting occurs, the additional funding remains proposed.
