Spokane Valley opens public comment on proposed 4,000-foot Flora Park trail

Spokane Valley is accepting written public comments on an application for a proposed 4,000-foot walking trail at Flora Park near the Spokane River.

The City of Spokane Valley submitted the application July 13, 2026, and the city deemed it complete the same day. The proposal, identified as file SDP-2026-0002, seeks shoreline and conditional-use permits for grading and site work connected to the trail.

The proposed route would be 14 feet wide and run about 4,000 linear feet. It would include six viewpoints, with each viewpoint reached by a short spur trail.

Comments due Aug. 17

Written comments will be accepted through Aug. 17, 2026. The city’s notice says the shoreline permits are Type II permits and that no public hearing is required.

That means people who want to weigh in on the application should submit written comments during the stated public-comment period. The application is the city’s proposal; it is not an announcement that the trail has been approved or that construction has begun.

The project site is at 2520 N. Flora Road, on Spokane County parcels within Spokane Valley’s shoreline jurisdiction. The City of Spokane Valley is listed as the applicant.

Shoreline and environmental review

The application includes a habitat management plan and a shoreline impact assessment. An addendum to the project’s 2024 environmental determination was issued June 18, 2026.

Those documents place the proposed work in the context of shoreline review near the Spokane River. The project could expand recreational access at Flora Park and the associated cross-country course while also affecting shoreline habitat, park users and future construction activity near the river.

The proposed viewpoints would add stops along the longer route, but the notice does not establish when construction would begin or whether the permits will receive final approval. It also does not list a construction cost.
