Worcester stays on Level 2 drought rules: outdoor watering limits

Worcester remains under Level 2 Significant Drought restrictions for the Central Region of Massachusetts, effective May 8, 2026. The City’s latest drought snapshot shows reservoir capacity at 94.8% as of July 8, 2026, and the City is asking residents to keep outdoor water use tight.

Level 2 rules for most Worcester residents and businesses

Under Worcester’s Level 2 notice, all nonessential outdoor water uses are banned for everyone—with one key exception:

• Watering ornamentals and flower gardens may be permitted if it uses drip irrigation and/or a hand-held hose or watering can.

In other words, routine outdoor watering that’s not needed for health, safety, or other essential purposes should be avoided during Level 2.

Timing guidance: what the state says for Level 2 hand-watering

Worcester’s drought page clearly lists what’s allowed and what’s restricted, but it doesn’t spell out a time-of-day window for the permitted hand-watering exception. Massachusetts’ state drought plan framework provides that timing detail for Level 2: hand-held hoses or watering cans only, before 9 a.m. or after 5 p.m.

Golf courses: reduced fairway irrigation, no rough/landscape watering

Golf-course operations have their own Level 2 limits in Worcester’s notice:

• Fairways: irrigation reduced to 60% of normal
• Roughs, landscaping, and ornamentals: no irrigation

So even where some watering is allowed, the overall approach is tighter—and visible changes to irrigation practices should be expected.
