Worcesterโs City Council voted 6-0 on Oct. 20 to oppose Massachusetts Question 8 and urge a no vote; five councilors abstained. The resolution records the councilโs position but does not change cannabis law or decide the statewide result.
Mayor Joe Petty argued that the regulated cannabis market benefits public safety and economic development. Councilors Morris Bergman and Tony Economou questioned whether the council should tell voters how to vote.
Massachusetts voters are scheduled to decide Question 8 on Nov. 3, 2026. A yes vote would prohibit licensed adult-use retail cannabis sales and home cultivation while retaining the medical marijuana program. The proposal would allow adults 21 and older to possess up to one ounce, including no more than five grams of concentrate. Possession above one ounce and up to two ounces would carry a $100 civil penalty and forfeiture. If approved, the law would take effect Jan. 1, 2028โnearly 14 months after the vote.
