Bridgeport City Council to Meet Monday With Pending Public-Business Agenda
Bridgeport’s City Council is scheduled to meet Monday with an agenda covering proposed borrowing, labor, public health, infrastructure, sanitation, school solar projects and household utility assistance.
The meeting is scheduled for 7 p.m. Monday, Aug. 3, in the City Council Chambers at City Hall, 45 Lyon Terrace. Public speaking is scheduled to begin at 6:30 p.m. The city says council meetings are livestreamed on YouTube.
Proposed referrals span borrowing, labor and infrastructure
Several major items are listed as communications proposed for referral to council committees. A referral starts or continues committee review; it is not final approval.
Three finance items are proposed for referral to the Budget and Appropriations Committee: general-obligation bonds to fund certain capital-improvement projects, a reallocation of bond proceeds for certain capital projects, and general-obligation bonds to refund certain existing general-obligation bonds. The agenda does not state borrowing amounts, projected interest savings or project schedules.
The Contracts Committee is slated to receive a proposed four-year collective-bargaining agreement with the Laborers’ International Union of North America, Local 665. The listed contract period is July 1, 2026, through June 30, 2030. The agenda does not establish how the proposal would affect labor costs.
Another proposed referral would authorize the Health and Social Services Department to enter into a lease agreement with USHCP Bridgeport LLC to relocate the city’s Family Health & Wellness Clinic to 900 Madison Ave., Suite 218. The agenda does not provide an opening date, service changes or final cost.
The agenda also lists a proposed Connecticut Department of Energy and Environmental Protection 2026 Urban Act grant submission for Sliver by the River Waterfront Park and Phase 1 Seawalk. That item is a grant submission, not a confirmed award.
The Public Safety and Transportation Committee is slated to receive a proposed resolution authorizing acquisition of a temporary construction easement, through negotiation or eminent domain, over part of 925 Brewster St. for the Ash Creek Pedestrian Bridge. The item does not represent a completed property acquisition.
A proposed amendment to Title 8, Chapter 8.20 of the city’s Municipal Code, covering food and food establishments, is listed for referral to the Ordinance Committee. The agenda does not establish new requirements without the ordinance text and any final action.
Consent calendar includes sanitation and utility assistance
The consent calendar contains matters listed for council action, but the agenda alone does not establish whether those items passed.
One budget-transfer item would move $115,000 to continue trash pickup and removal within the Downtown Special Services District. A second transfer would move $35,000 for services to eligible residents who need hardship assistance with utility bills, for a combined total of $150,000.
Other consent-calendar items include Connecticut Department of Transportation DUI-enforcement and Dial-A-Ride grant submissions, a U.S. Department of Justice Justice Assistance Grant submission, and a U.S. Department of Transportation Safe Streets and Roads for All grant submission for the East Main Street Reconstruction Project.
The calendar also includes power-purchase and license agreements for solar projects at Curiale School, Central High School and Luis Munoz Marin School, along with collective-bargaining agreements involving AFSCME Local 1522 and the Connecticut Association of Labor Unions.
The agenda does not provide enough information to state that the grant applications will receive awards, that construction will begin on a particular schedule, or that every listed agreement has been approved.
Withdrawn and unfinished items
The proposed smoke-shop moratorium is marked withdrawn on the consent calendar.
Unfinished business includes a proposed resolution granting United Illuminating a permanent easement beneath Baldwin Plaza, also identified as 1130 Broad St., for an underground electrical vault and related infrastructure.
