Eugene council adopts framework for 2027–29 budget decisions amid structural gap
Eugene City Council has approved a set of planning tools intended to guide decisions on the city’s 2027–29 biennial budget as officials prepare for a structural gap in the general fund.
The council approved revised budget principles, a service framework and a strategic-plan framework following work sessions on July 13 and July 15. The city announced the actions July 23.
The decisions establish a framework for the coming budget process, rather than a final spending plan. The city has not identified which specific services, if any, will be cut, expanded or reprioritized.
Four categories for city services
The service framework places city services in four categories: required services, essential services, core community services and strategic priority services.
City officials describe the framework as a categorization tool, not a ranking system. It is intended to help inform future choices about municipal services during development of the next two-year budget.
The revised budget principles and strategic-plan framework are interconnected with the service framework. Together, they are meant to provide a shared basis for budget decisions and for the city’s strategic focus during the 2027–29 cycle.
Financial-planning context
The work followed a long-range financial-planning workshop held June 30 and July 1. The city had said the planning effort was intended to support the 2027–29 budget process.
According to the city, that process is responding to an expected structural general-fund gap. The city has linked the gap in part to Oregon property-tax limits and rising costs for services.
The council’s newly approved tools do not resolve that gap by themselves. Instead, they will be used as the city develops its next biennial budget and considers how services fit within available resources.
What comes next
Final changes to the city’s financial policies remain ahead, along with a supplemental budget. The Budget Committee is among the bodies involved in the city’s budget process.
For Eugene residents and city-service users, the significance of the council action is that it sets the structure for later choices about which services receive protection, reduction or strategic emphasis. Those later choices have not yet been specified in the city’s announcement.
