NATO’s counter-drone exercise tests Europe’s air-defense gaps
NATO’s Baltic Trust 2026 exercise concluded August 14 in Riga, Latvia, after testing how allied forces train operators, connect counter-drone systems and coordinate suppression missions under realistic military conditions.
The exercise marks a move from NATO’s broad counter-drone commitments toward field-level testing. But the public material available so far describes the exercise’s objectives and structure, not a detailed after-action assessment or a system-by-system record of what passed or failed.
What NATO tested in Riga
NATO’s event description says Baltic Trust addressed a gap in live, integrated tactical training. It was intended to train operators, test system interoperability and validate suppression tactics under realistic military conditions.
The exercise was part of Allied Command Transformation’s Layered Counter-Unmanned Aircraft Systems Initiative, known as LCI-X. NATO says the initiative is designed to allow emerging counter-UAS technologies to be introduced experimentally while helping bridge short-cycle experimentation and longer-term modernization programs.
The operational chain is broader than simply spotting a drone. A sensor must detect an aircraft, the system must maintain a track, operators must identify it, commanders must coordinate a response, an engagement system must act and personnel must assess whether the threat was neutralized. A weakness at any point can delay or undermine the response.
How the exercise fits NATO’s spending plan
Baltic Trust followed NATO’s July 7-8 summit in Ankara, Türkiye. In its summit overview, NATO said Allies agreed to invest more than $40 billion over the next five years in counter-drone capabilities as part of its Drone Edge effort.
That is a future investment commitment, not evidence that the money has already been spent or that it represents one procurement program. Its effect will depend on national purchases, manufacturing capacity, common technical standards, software integration, training and the deployment of systems that can work across borders.
The exercise therefore matters as a test of whether policy can become repeatable military capability. It does not, by itself, show that NATO has solved the challenge of defending against large numbers of drones at a sustainable cost.
The interoperability problem
In May, NATO’s Communications and Information Agency held a technical interoperability exercise in the Netherlands. NCIA said the event involved about 300 participants, more than 60 commercial systems and 40 command-and-control software applications intended to detect, identify and neutralize unmanned-aircraft threats.
NCIA said the exercise assessed criteria including track stability, sensor-to-command integration, identification performance and the effectiveness of the engagement chain. Technologies that demonstrated technical and operational interoperability in that May exercise became eligible to participate in Baltic Trust 26.
That pathway illustrates NATO’s intended process: test systems with industry, determine whether they can exchange data and operate together, then bring qualifying technologies into a more operationally focused exercise. It is supporting context for Baltic Trust, not evidence of Baltic Trust’s final results.
Independent reporting from a NATO testing range in Latvia also showed why the problem remains difficult. Defense News reported both successful interceptions and failed or repeated attempts, alongside concern about using expensive interceptors against relatively inexpensive aircraft.
Why the Baltic states want stronger defenses
Latvia, Estonia and Lithuania said in a March 27, 2026, joint statement that recent incidents involving foreign unmanned aircraft had highlighted the need for stronger multilayered air defense. The ministers said investigations were still underway and identified counter-drone systems and acoustic sensors as priorities.
The statement also called for stronger capabilities for detection and interception and for NATO aircraft and air-defense systems in the Baltic states to be maintained and reinforced. Its wording does not establish that every incident was a confirmed Russian operation.
Romania has faced a related burden. The Associated Press reported that Romania shot down a suspected Russian drone after it crossed into Romanian airspace, describing it as the third such incursion in three days at the time. AP also reported that NATO said Romanian F-16s operated under the Alliance’s command structure. Those incidents show why eastern-flank governments are seeking defenses that can respond quickly without relying only on costly fighter aircraft or high-end interceptors.
The practical stakes include the security of national airspace, military bases, critical infrastructure and civilian aviation. The central challenge is not just finding a drone; it is connecting sensors, command networks and affordable ways to stop multiple aircraft quickly.
What Baltic Trust does — and does not — show
The exercise’s conclusion confirms that NATO is conducting integrated counter-drone training in Europe and trying to connect experimentation with operational practice. It does not prove that the Alliance has closed its low-altitude air-defense gaps or found one solution for every type of unmanned aircraft.
For residents and travelers in Europe’s eastern flank, the longer-term effect may include more exercises, testing-range activity, air-defense deployments and temporary military movements. For NATO, the more important test comes next: whether lessons from Riga produce interoperable systems that can be procured, trained and deployed at scale.
