Judge pushes LAHSA, HUD to keep funding in place
A federal judge wants Los Angeles homelessness funding kept in place for now while LAHSA and HUD work toward a July 16 status-quo proposal and an Aug. 6 hearing.
The fight over federal homelessness money for Los Angeles moved into a new court phase on July 2, when U.S. District Judge David O. Carter signaled that the current funding arrangement should stay in place for now.
That is not a final ruling on the merits. But it does mean the court is leaning toward preserving the status quo while the Los Angeles Homeless Services Authority and the federal government keep working through the dispute.
What HUD did
HUD suspended LAHSA from federal homelessness funding on June 11, saying the agency had a record of financial mismanagement and other failures. LAHSA sued on June 29 to block the cutoff.
The money at issue flows through HUD’s Continuum of Care program, a major federal homelessness funding stream. LAHSA says the cutoff could disrupt services across the Los Angeles region.

LAHSA is the region’s lead homelessness agency, so this is not just a courtroom fight. It could affect shelter operations, housing placements, case management, and the work of nonprofit providers that rely on federal dollars.
