Aurora council agenda sets proposed $62,000 engineering work for Montgomery Road and Hill Avenue

Aurora officials are scheduled to consider a proposed engineering amendment of up to $62,000 for planned improvements at Montgomery Road and Hill Avenue, advancing design and review work but not authorizing construction.

The resolution, identified as File 26-0431, would authorize a Local Public Agency Amendment for federal participation with the State of Illinois and a Phase 2 Supplemental No. 2 engineering services agreement with HR Green Inc. It also would direct the City Clerk to appropriate REBUILD Illinois Bond Funds for the work.

What the project would address

The broader project involves improvements at the Montgomery Road and Hill Avenue intersection in Aurora. The city record describes plans to modernize traffic signals, reconstruct and widen the roadway, add channelization on Montgomery Road, and add a through lane in each direction on Hill Avenue.

The planned scope also includes a multi-use path, sidewalks, ADA ramps, detectable warning signs, pavement striping and related work. The project limits include the east leg of Montgomery Road, extending approximately 1,200 feet to connect with an improved three-lane section of Montgomery Road.

Those elements remain part of the planned project scope. The current item concerns supplemental engineering and project development, not a construction award or construction schedule.

Additional reviews and design work

The proposed $62,000 supplemental agreement would cover several added tasks. They include Phase 1 concurrence for a Hill Avenue multi-use path extension, a bicycle-travel assessment, reevaluations of environmental decisions and clearances, a traffic-noise reanalysis, a local PESA reevaluation, and updates to plans, specifications and estimates.

The city record lists those reviews as project-development work. It does not state that an environmental violation or adverse finding has occurred.

Committee recommendation is not final approval

Aurora’s Finance Committee recommended approval of the resolution by a 5-0 vote on July 30, 2026. The legislation record lists the item as forwarded to the Committee of the Whole and does not show final action.

The Committee of the Whole is scheduled to review the item at 2 p.m. Tuesday, Aug. 4, 2026, at Aurora City Hall, 44 E. Downer Place. The agenda says the meeting time was changed because of National Night Out.

The agenda also states that no official City Council action will occur at the Committee of the Whole meeting. The Aug. 4 discussion therefore would be another step in the city’s review, not final council approval.

What residents should expect

If authorized later, the amendment would help move design, environmental review, traffic analysis and multimodal planning forward. It does not establish a construction timeline, the project’s total cost or a schedule for traffic disruptions.

For now, the concrete development is that Aurora is considering up to $62,000 in additional engineering services for the Montgomery Road and Hill Avenue intersection project. The planned signal, roadway, bicycle, sidewalk and ADA elements remain proposed project components rather than completed improvements.
