Eligible Peoria groups must train before 2027 CDBG applications
Peoria organizations serving low-income residents can now apply for the city’s 2027 Community Development Block Grant Public Services funding, but applicants must complete mandatory training before submitting an application.
The City of Peoria opened the application period July 20, 2026. Applications are due by 2 p.m. Thursday, August 20, 2026.
Who can apply
Eligible applicants include not-for-profit organizations, 501(c)(3) organizations and government agencies that provide services to low-income residents within the City of Peoria.
The opportunity is city-specific. Serving residents elsewhere in Peoria County does not automatically make a program eligible under the city’s application notice.
Application limits and required training
Each organization may submit only one application. Applicants may request up to $30,000, although that amount is a maximum request rather than a guaranteed award or the total amount available to all applicants.
Applicants must attend one mandatory training session to remain eligible. The two options are:
- Thursday, July 30, at 10 a.m.
- Tuesday, August 4, at 2 p.m.
Training will be available in person at Peoria City Hall, Room 404. The city’s CDBG Public Services page also lists virtual attendance options and application materials.
Services the city is prioritizing
Peoria’s listed priorities cover a range of direct services, including youth programs, child care, mental health care, services for abused and neglected children, employment training and food assistance.
The priorities also include crime prevention; domestic-violence and sexual-assault services; substance-abuse services; senior services; disability services; and health services.
Applicants should explain how their proposed program serves low-income Peoria residents and fits one or more of those service areas.
What happens after applications are submitted
The city’s timeline includes a mandatory clarification meeting scheduled for September 18.
The CDBG Public Services Advisory Commission is scheduled to make funding recommendations October 16. The City Council may consider approving those recommendations November 10.
That means no organization should describe its funding as final while applications are still pending. Recommendations must go through the city’s review process, and potential approval by the council comes later.
How the federal program fits in
HUD’s Community Development Block Grant program supports locally administered projects and services that principally benefit low- and moderate-income residents. Federal rules also limit the share of entitlement CDBG funds that can be used for public services to 15 percent.
That federal framework helps explain why Peoria is focusing the application round on direct services and income eligibility. The city’s own application rules determine who may apply, how many applications an organization may submit and what training is required.
Organizations considering an application should review the City of Peoria’s CDBG Public Services page for the current forms, training instructions, virtual attendance information and contact details before the August 20 deadline.
