Fairfield Planning Panel Reviews Proposed 34-Villa, 68-Lot Whispering Hill Subdivision
Fairfield’s Development Services Department received applications for a final development plan and preliminary subdivision plat for Whispering Hill, a proposed residential subdivision on the east side of South Gilmore Road near Mack Road.
The proposal calls for 34 ranch-style paired villas across 68 individual lots. The property is zoned Planned Unit Development, or PUD.
That application moved the project into the city’s planning-review process, but it did not establish that Whispering Hill had been approved or that construction had begun.
Planning Commission discussion was scheduled
Fairfield scheduled a Planning Commission discussion for 6 p.m. July 22, 2026, at the Fairfield Municipal Building, 5350 Pleasant Avenue. The city’s Development Services information was available by July 15, 2026, or earlier, and the city said the meeting was open to the public.
Residents were given a way to submit comments to city staff through the contact information provided in the city announcement. The available source packet does not reproduce the city’s email address or phone number.
The city’s Agenda Center lists the July 22 Planning Commission agenda. It also lists current zoning and planning records, including an Aug. 5 Board of Zoning Appeals agenda. Those listings provide the documented meeting timeline, but they do not supply a final action on Whispering Hill.
What remains under review
If the proposal advances, Fairfield would be considering a sizable new residential development near the South Gilmore Road and Mack Road area. The review would involve the proposed homes, the subdivision layout and related infrastructure decisions. The project could also bring questions about traffic and utility demands in the area.
Those effects remain prospective. The approved records do not include an expected traffic volume, projected construction cost or completion schedule. They also do not identify the proposed homes as affordable or market-rate.
