Gilbert Utility Rate Hike Takes Effect as Council Signals Focus on Water Infrastructure
Gilbert, AZ – March 27, 2026 – A 25% water rate hike moves forward as town leaders double down on wells, treatment upgrades and long-term supply planning.
Gilbert’s latest round of utility increases is now set to hit April bills, marking a major moment in the town’s multi-year water strategy.
25% Water Rate Increase Approved
The Gilbert Town Council voted in mid-February to adopt a one-year, 25% increase in water rates for 2026. The adjustment is the final step in a three-year plan first outlined in 2023 and follows two prior annual hikes.
Council members weighed spreading the increase over two years but ultimately chose a single-year jump. Solid waste and recycling rates were also adjusted, with smaller increases for residential customers and higher changes for some commercial accounts.
Why the Increase?
Town officials say the added revenue will fund critical infrastructure, including drilling new backup wells and rebuilding the North Water Treatment Plant. Once completed, the upgraded plant is expected to supply a significant share of Gilbert’s drinking water.
Leaders have pointed to shrinking Colorado River allocations and aging infrastructure as key drivers. The town has emphasized that stabilizing utility funds now could help avoid sharper, less predictable spikes in future years.
Budget Pressures Continue
The rate changes arrive as Gilbert continues working through broader fiscal challenges. Recent state-level tax changes have reduced shared revenues, increasing pressure on local budgeting decisions.
While Gilbert does not levy a primary property tax for general operations, it relies heavily on sales tax revenue and voter-approved secondary property taxes tied to bond debt. That structure has made long-term infrastructure planning a central focus for council discussions this fiscal year.
Residents have voiced concerns about affordability, especially after consecutive increases. Town leaders say utility assistance options and future rate modeling remain under review.
What’s Next
Updated rates will appear on April utility bills. Additional infrastructure updates and financial outlook discussions are expected as the council begins early planning for the next budget cycle.
